Elena Costas Pérez is a partner at KSNET (www.ksnet.eu), an economic consulting firm specialized in the evaluation of public policies. She holds a PhD in Economics from the University of Barcelona and a Master’s degree from University College of London (UCL). She has worked as a researcher at the Office of Evaluation and Oversight (OVE) of the Inter-American Development Bank (IDB), at the Autonomous University of Barcelona, and as a policy analyst at the Organization for Economic Cooperation and Development (OECD). Her expertise focuses on the evaluation of public policies in the areas of childhood and youth, poverty and inequality, and good governance.
